Changes the primary election process for congressional, statewide, and legislative races. Allows all voters to choose any candidate regardless of the candidate's or voter's political party preference. Repeals ban on public funding of political campaigns. Creates a voluntary system for candidates for Secretary of State to qualify for a public campaign grant if they agree to limitations on spending and private contributions. Each candidate demonstrating enough public support would receive same amount. Participating candidates would be prohibited from raising or spending money beyond the grant. There would be strict enforcement and accountability. Funded by voluntary contributions and a biennial fee on lobbyists, lobbying firms, and lobbyist employers. Fiscal Impact: Increased revenues (mostly from charges related to lobbyists) totaling over $6 million every four years. These funds would be spent on public financing for campaigns of Secretary of State candidates for the 2014 and 2018 elections

California uses the direct initiative process which allows state citizens to bypass the Legislature and have a voice in directly adding, repealing or amending provisions of the California Constitution or statutes. This is done through the use of ballot propositions. Ballot propositions can be proposed either by the Legislature or citizens.

  • Pass: noting if the proposition was approved

A FEW DEFINITIONS:

  • Legislative propositions: begin as resolutions or bills and are adopted like other legislative measures

  • Citizen ballot propositions: started by petitions circulated for a requisite number of voter signatures.

  • Initiatives: propositions that propose legislative or constitutional changes

  • Referenda: propositions that allow citizens to approve or reject legislative enactments

 

NUMBERING SYSTEM:

  • Prior to November 1982: proposition numbers started with “1” for each election.

  • After November 1982: subsequent propositions received higher numbers until November 1998 when the count was reset.

  • After November 1998: proposition numbers restart with number “1”. The count is reset in 10 year cycles

Local, state and federal government documents are the basis of much of everyday life.  Whether you are looking for tax forms, patent applications, court rules for filing a lawsuit, or appellate briefs, government documents will be involved. The Federal and California state governments, to ensure the availability of free access to government documents, started depository library programs and free distribution of government documents to libraries designated as depository libraries in 1813 and 1945, respectively. The LA Law Library is a selective depository of both state and Federal documents.

Depository status has allowed the LA Law Library to obtain and develop an extensive print and/or micro collection of federal and California state primary materials including, but not limited to: the U. S. Code (1925 to the present), the U. S. Statutes at Large (1789 to the present), the U. S. Serial Set (1964 to the present), selective Congressional Hearings (1906 to the present), and the Code of Federal Regulations (1938 to the present). At the state level, California Statutes, Assembly and Senate Weekly and Final Histories or Final Calendar of Legislative Business (selectively 1881 to the present) and California Daily Assembly and Senate Journals (selectively 1854 to the present).

Depository materials are retained in accordance with the requirements of Federal and California state governing depository programs. While all selected depository and non-depository Federal and California government documents are added to the collection, Federal depository government documents not added to the collection are listed elsewhere on the library’s website and available to the public during the library’s normal hours of operation. Locating Materials in the Library Reading Room

Finding your way around the Library Reading Room is easy once you familiarize yourself with the layout and map

Trying to navigate a library for the first time can be confusing, but once you become familiar with the map and layout, locating materials in the LA Library's Reading Room is simple and logical. The library's vast legal collection is organized to help you resolve your legal questions, whether you are a seasoned attorney, law student, paralegal, representing yourself, or simply interested in the law.

Some points of interest:
  • Visit the Circulation Desk on your left when entering the library to obtain a library card, add monetary value to your card, pick up books on hold and check out books
  • Visit the Reference Desk past the security desk on your right, where our knowledgeable reference librarians are available to direct you to appropriate resources and assist you with your reference needs
  • Three internet stations are available for two (2) one hour sessions (library card required). The computers offer access to the internet and several premier legal databases such as Lexis+ and Westlaw
  • Our extensive California collection is grouped together and includes case law, codes, treatises and legislative materials
  • The federal collection includes federal district, circuit and U.S. Supreme Court case law, and U.S. codes and regulations
  • The foreign law reference section is adjacent to the federal collection and across from the Foreign Law Librarian's office
  • State materials and California & federal treatises are located in the stacks on the perimeter of the Reading Room. California appellate briefs, law reviews and other periodicals, the foreign law collection and other materials are located in the closed stacks and available upon request
